Okay, we have two threads going on here - one reporting on all the wonderful things the police and authorities are doing to fight crime, and one complaining that nothing is happening at all. I suspect the reality falls in between.

I'm thinking that public awareness is a large part of the problem. We foreigners are aware of the problem and talk about amongst ourselves, largely through this message board. The local population hears through word of mouth, and nowhere is there much debate about it. In Canada and the US crime issues would debated in the media, through advocacy groups and at the government level. Failure to solve the problems result in people's jobs being on the line.

Little of that exists here. There is no town council to worry about the town's economy, no chamber of commerce to fret about falling business, no media to report crimes, and no tourist bureau to fear about decling tourism.

Change is a slow process, but it will happen. We all need to continue to pressure local government, talk to our Mexican neighbors and shopkeepers, and encourage better policing through fund raising. Let's not get discouraged.
