I legalized a truck with BC plates in September. I got hassled at the border about the lack of title and again in La Huerta at the Recaudadora. In both situations I just nicely argued with them until they believed me and everything worked out ok. I talked to ICBC about it at the time and if I remember correctly they said the best they can do is send a letter explaining that the registration form they give us is equivalent to a title in terms of showing car ownership. However, I doubt that letter written in English will help much!
