Immigration office in PV

I will be going to immigration in the fall to convert from my FM-2 visa, which has one renewal on the back of the card. I had an FM-3 visa for 4 years and was told that I should convert to the FM-2 status for consideration for permanent residency and/or citizenship in the future.

My understanding is that now, at the Manzanillo office, they will not let you move to permanent residency with just one renewal on your present visa, you must have 3 or 4 renewals.

I was wondering, since I live in La Manzanilla, Jalisco, would it be an advantage to attempt to get permanent residency status by going to the Puerto Vallarta immigration office to apply, instead of the Manzanillo, Colima office.

Does anyone know or has heard of the stance on residency treatment by the immigration office in PV? If you have, is it different than the Manzanillo office?

Also, is it possible to change which immigration office you attend to convert from the old FM visa to the new residency format?

I have checked on Mexconnect and it seems that each office treats this issue differently, depending on which state the immigration office is domiciled.
