Advice on arrival times

Looking for some advice before I book my airplane tix from the US to PVR. I have two flight options -- arriving at 12:30 or at 4:30. The 4:30 flight is significantly cheaper, but is the 4:30 arrival time too late in the day to drive to La Manz? I am hoping to hire a driver (Eloy, or someone else in La Manz) rather than renting a car. Is it safe/advisable to do the drive from PVR-La Manz at dusk?
