To resurrect an old idea. One year we brought a used laptop down for a student. Mexican customs allows each person to have one each. We got ours for free from a relative in the business world who was upgrading. Businesses are continuously discarding old computers. If a person had the right connections they could likely get a number of these and find people to bring them down.
