Someone could help me help the dog,please?

Hello everyone,I live in Rebalsito and try my best to help the pets Mexicans have here.One case is bothering me for about three months.Dog barking and barking,day and night.I found,where he lives and totally understand,why the poor guy barks.Owner put him on a short(5'wire)attached to a tree on a steep slope.The dog can not ever lie down comfortably,because the wire is attached too high to the tree.The dog dug under a tree for himself a cave,which is his only shelter.I tried and tried to make his life conditions better,but unfortunately the owner was impossible to approach.Untill now.I am allowed to make his wire longer,put him on a level ground where he will,at least have a chance to move around.I am pleading with animal lovers from La Manzanilla,if someone,perhaps has a left over some materials,from which could be made a shade/rain shelter,also,someone handy,could,please help me?
