Those lights are usually the candle powered lanterns that folks light on the beach. Some get very high others linger over the site of release in light air. They have candle suspended under a paper lantern shaped and colered in many ways. When you light the candle the hot air lifts and keeps them in the air for quits a distance some times. You can see them in the movie "HangoverII".
