Glen is correct if you are spoofing your location by changing the DNS but if you're using a VPN service, you have end to end encryption that doesn't show your actual location. That said, our buddy Carlos can afford to buy all of the world's VPN services out of pocket change.
Yes, you can log directly into Netflix locally, regardless of where you originated your account, but you are limited to Mexican content.
