Picasa 3 help

I have recently been having technical trouble with several applications in Picasa 3. It will no longer sign me into my Google account. Just a blank screen comes up when I attempt it. therefor I am unable to email photos directly to people or upload them to Google+ for sharing. I have also lost the ability to upload directly to Picasa on my computer from my external device. I have a PC. If anyone out there is tech savvy and cares to help me resolve this mystery, please PM me and we can meet up. I am also open to switching from Picasa and using other photo editing programs that have the capacity to do all the things that I am supposed to be able to do with Picasa.
