SKYPE to local cell phone?

Can someone please tell me how to call a LaManzanilla cell phone using my SKYPE. I have read recent discussion about the ambulance cell phone but missed any explanation about SKYPE. I have tried various ways with no success, also, googled the topic. I am trying to phone a worker/friend but realize I would be in the same situation if I wanted to call the ambulance. Thank you.
