Horse - Gypsy? - and the midway rides

Is there something that can be done or someone that can be spoken to about the poor horse who has lost its paddock to the midway rides? Bad enough it is locked up into a little area but one of the rides almost runs into the horse's enclosure. Gypsy seemed very scared every time the cars came screaming towards her. All the loud noises and music are very disturbing to her. Surely we can arrange to have her tied up elsewhere away from all this chaos? Suggestions or offer of a field?
