Trying to stay out of the local issue of which I do not know the rationale or process, but here is a bigger picture for those who don't know about tianguis:

Tianguis is the Nahuatl word for open, informal, and temporary market. These have existed in Mexico since pre-Hispanic times and for many it is a critical part of the culture as well as a way to generate an informal income. There has been a bit of a conflict in various local Mexican communities about regulating these markets for differing reasons, but usually it is about taxes, product control, safety issues, and legal permits. Some communities want to move the Tianguis to a regular mercado scheme with business licenses, an end to bootleg products, and for tighter municipal control of safety issues. Usually this process is a bit like herding cats - lots of effort but ultimately not always very successful.
