Okay, Lynne. I tried to find that article in the NY Times but no luck. However, I did find a 1990 WHO ranking that put Mexico in 61st place worldwide for health care efficiency. Maybe they've really pulled up their calcetines in the interim, but I didn't think they would have a system better than the ones that most of Europe enjoys today. Even Canada didn't make it in that top 10 in 1990. Could that #5 ranking you saw be for some other metric about health in Mexico.
