If I were to search for Lynne's article I would go to Google, (cause sometimes Google is better than a sites internal search) put in site:http://www.nytimes.com/ mexico health care (note the space between com/ and mexico health care)
That gets you this
http://www.google.com.mx/search?hl=en-MX&source=hp&q=site%3Ahttp%3A%2F%2Fwww.nytimes.com%2F+mexico+health+care&btnG=Google+Search&gbv=1
If I did not see the article I was looking for with that search I would add or change qualifiers e.g. site:http://www.nytimes.com/ mexico health care in the world

I am not reading the results to see if Lynn's article is there I am just sharing one the methods I would use to find it. Searching is an art, more here
