travel to pv airport

A friend is going on to pv Thursday and has heard there's road construction how much time should she allow? Any info would be appreciated.

The roadwork to widen the highway starts in Jose Maria Morelos, and ends in El Habel, at the start of the uphill grade to El Tuito.
Several short stops for trucks, etc..
It took 4 hours to get to the airport, about 1/2 hour longer than the norm.
The road is at times very narrow, and in places with significant vertical drops on both sides.
Few signs, flagmen, etc. Very dusty at times.
I would not drive this road at night, given the current conditions.

Had to fly back to Canada last week for a couple of days. Had to fly out of PV. Took just under 4 hours but did hit rush hour, so to speak, in PV
