In India they have quality verification http://www.thehindu.com/2005/03/19/stories/2005031915070300.htm On a side note, I was watching a Vice documentary on ISIS, the religious police were going around doing their thing, part of which was asking a seller if they had put water into the propane tank (as a way to short their customer). I had never heard of that way of screwing people around. At the 3 min 50 sec mark here?
