To edit my post. It is true that Calle Palmeras is not currently open to traffic.
There are several roads in La Manzanilla that exist on a map only. I have been told
that when they were making roads and maps they would just take a ruler and make
a line where the road should go. Sometimes when you go to where the road should be it
will be straight up a hill or something. It doesn't mean the road (right of way / access)
doesn't exist. Mexico does take some getting used to

It helps to remember that La Manzanilla is still developing. Back when I graded my
lots on the hill (95) the only person I had to talk to was the guy driving the
tractor. I think now a day's you have to let someone "official" know if you
want to make a road or grade a lot.

Another old story...Apache was the first one to live on Calle Mariposa, it was just
a hill with no roads (93). He contacted a tractor driver and asked him to make a road up
to where he wanted to build. He left for Guadalajara to buy a car and when he got back
the guy had made a road going straight up the hill, no curves or anything, it was
impossible to go up it in a car! After some time they found an old guy who knew how to
make a road and he walked in front of the tractor telling him where to go. That is how
Calle Mariposa (above the Plaza de Toros) was made.
