No, Bob, you're thinking of El Tecuan, which is closer to La Manzanilla and also has some rumours of resort development. You can Google it to find some interesting history, or check the message board archives.
The big resort project in question is up past Perula and was announce by the state government back in 2011, so nothing new there. Supposed to be an international airport and new highway too, but I see no signs of either on google earth maps. As with many things of this nature, they are waiting for an improved financial outlook.
