Charley, your are correct and very logical....... which doesn't often happen. Were they to set 3-4 large square culverts (4-5 ft high) at the level of the flow when the mangrove is open and then put a road on top, the natural sand dam would not know they were there. The mangrove would be free to do it's thing.
From what I understand, a number of years ago, they set culverts, too small and too few and too high above the natural grade of the outflow and then after they washed out into the bay, said, "See I told you so, they won't work.

This would be much cheaper than a bridge and less ascetically unpleasing.

Lest folks want to chalk this up to "typical Mexico" it happens all over the world and particularly in the Norte Americano.
