Vacation rental tax

A visitor to La Manzanilla came by my office this evening complaining that one of the rentals here in La Manzanilla had quoted a price when the rental was booked. Now that they were here checking in the owner was telling them that the price they were quoted did not include taxes and they were demanding payment of the new total on the spot.

I know most if not all (well oviously not all) rentals in La Manzanilla quote the complete price, taxes included. But what does Mexican law say about quoting prices, does the tax have to be included? If it is not included are you required to tell the person that the price does not include taxes or can you just scam them with a welcome present like this rental is doing? I know it's not ethical but ethics seem to have dissappeared years ago, hence the legal part of the question.

I did some searching online but could not find the information I was looking for.

Maybe the lawyer Raul knows this?
