The "war phone tax" was started in 1898 to fund the Spanish-American War. Since the wealthy were the only people who had phones at that time they paid for the war through their taxes. As time went by the tax stayed on your bill until 2006 when the IRS lost their case in the Supreme Court. You needed the apply for your refund by Aug 1st of 2006 to receive your check.
