Got some emails from folks on this. One said...

Carjacking is today a business of drug cartels, they are using robbed
vehicles which are employed to do the felonies. Trailers, buses and cars
are used to block roads in the areas chosen for an attack, this has been a
usual method for latest strikes in Monterrey.

I heard from another source that there are times kidnapping is used as a way
to get money lost in a drug bust. The Cartels don't just write it off, it has
to be paid back by the dealer. I am assuming that could also apply to carjacking
being a way to get money owed.
