Call me cynical (I have recently become a devout cynic in regards to system
based resolutions) but time will tell if this is a victory for the people or not.

The concession that Rodenas had revoked was for walk ways and gardens,
not for permanent construction, so it was basically worthless to him anyway.

By canceling that concession the 10 years of non payment no longer has
to be paid.

By canceling that concession at least two problems go away. 1) Others had existing
concessions e.g Fiesta Mexicana and one other. 2) the fact that people were
already living on the beach when he got that concession.

The article states "City officials made it clear that will not cease to
continue seeking the initiation of Tenacatita beach, which remains closed."
If Rodenas no longer has a concession he is trespassing on Federal land.
The army should be sent in immediately to forcibly remove him from that property,
it is no longer a city issue.

If Rodenas is not able to get a new concession then and only then is it a victory
for the people of Mexico, and a clear signal to others who make similar land
grabs. The question remains how do the people make sure there are no back room
deals that will eliminate this seeming victory.
