For me, the easiest way to resize pictures in your own computer, is "MIcrosoft Office Picture Manager" If you have Office installed on your PC, right-click on the picture name, and select "Open with", then select "Microsoft Office Picture Manager"
Once it's open, on the toolbar, select "PICTURE", then select "RESIZE" and a vertical bar opens on the right side of the screen. On the option "Predefined widht and height, usually the "Web Large 640 X 480" size is perfect for uploading very fast to email or websites and it is still big enough to be seen.
Once you do this, just close and save changes.

PS You can resize a lot of pictures if you select them from inside a folder.
PPS if you want to keep the original sized ones, copy them before you resize them.
