The complication, I would think, is that various governmental agencies and courts are all making independent and often conflicting decisions, so it will take a long, long, long time to sort it all out and see who has the ultimate authority. For instance, one group says that the Ejido didn't have the right to the land, therefore couldn't sell it. But it was the same group that a decade ago said it did had the right. But if Villalobos can at least get stalled on investors and construction, oh, say, forever, perhaps we can watch the coral in the Tenacatita come back to health.
