I agree, Shaw is the only choice I know of for 100% English programming, if you can arrange it.

But if you would be interested in a cheap & easy Mexican satellite TV service with quite a lot of English programming, I can recommend DISH Mexico (Not DISH US, which doesn't work here any more). We've had this for a month now. It has many hours per day of TV shows and movies from the US in English, quite a bit more than VeTV by SKY.

DISH is cheaper too (149 pesos/mo. for the Paquete Basico: 42 TV channels + the music channels.) And you can subscribe thru TelMex and then pay the TV bill with your phone/internet bill (with no extra fees.)

The main drawback with DISH is that it doesn't carry any of the major Mexican networks like Televisa, Galavision, etc. So you won't see any network shows like the morning news, no telenovelas (soap operas) and no Mexican soccer games. I have to find those games online, which is a lot more work.
