There is a simple alarm alert system that you can buy that goes off when something crosses the beam.
Works well at night when you are sleeping if you have normal hearing.
Someone might go for the reward if they thought they was safe from being found out.
I would think that the town and La Huerta would be more helpfull since alot of the people that have been robbed has tried in every way to help the town. They hold benefits, art shows and other events to raise money for the school and families in need.
Remember a few years when all this was going on they finally did take action and removed the person.
