Patricia, I am frustrated. I was not trying to generalize by my comments I was quoting Angel. Yes no matter where you are their will be burglaries no matter what. That was my point in saying you cannot blame this on the disparity of incomes and the us versus them. Locals are also being burgled. As far as the reward idea is concerned it does not need to end in legal prosecution. It can be used to find the persons responsible so that they can be dealt with by local authorities (I.E. EIJDO, Delgado, Church) for restitution and help if need be. I think that the thing that will help the most is the thief will know that there is a substantial reward for anyone that burglarizes. That alone my help to deter the burglaries. It is like paying local people to police themselves from crime. Hay it's an idea that may work but we won't know unless we try. |
