Well, let me restate. If you get an FM3, now called a Visa Noninmigrante, you can keep your cars and boat legally in Mexico as long as your Visa is in order/effect. You are not supposed to fly out of the country without your vehicles/boat, but who knows? So just get the FM3 and all will be legal, sort of.
