Good question. You come in on a tourist visa, then, depending on where you are settling down to stay, you go to the closest INM (immigration) office and apply for a visa. You need a few things when you arrive there. Check Rolly's web site (Google Rolly Mexico) for all the details, but basically you need pictures and (used to be) some financial data and a proof of address in Mexico (like a CFE electric bill). Costs about $1,400 pesos if you do it yourself. You may want to hire an expiditer to do it for you if you don't speak Spanish.
