Reporting child abuse to the 'authorities' can be a difficult and sometimes tricky thing to do in any country. I spent the last 20 years dealing with this issue. I have learned that getting the extended family involved, of the family in question, at least as a first try, can be the most effective way for change. It is more effective than a cop visit to the residence, which only creates suspicion, and less audible abuse. You first have to make a decision whether you want to be an anonymous caller (which I doubt would work here, and doesn't work well elsewhere), or maybe you and other neighbors start to talk about this awful situation, and take some action. Alone or even a couple of people together, can change this family's dynamics.
