I think that quietly contact the DIF or the padre, and try to remain anonymous if possible. They are your neighbors and interfering in their family may cause you problems. It is a delicate problem in that you might make it worse for the kid and yourself. Inaction isn't right but being overly aggressive may cause resentment and possible consecuences. It depends alot on your willingness to take on such actions and the result for all involved how far you take this.
