On tomzap there is a first hand account by Rick who travelled yesterday from PV to Canada on Westjet:

"So it looks like this has nothing to do with the Mexican government and everything to do with the 2 airlines mentioned. I left Puerto Vallarta yesterday on Westjet with my little dog in the cabin with me. Had it been a Mexican government rule I would have been stopped as I entered security with him."
