If anyone who is legally in Canada or the US wants to buy property anywhere (native lands excluded), the constitution is on their side. If someone from China bought the house next to mine, they have all the rights that I have.
The reason it is different in MX and many developing countries is because they come from a background of uneven land rights and lack the basic rule of law that we enjoy in most of the Western world.

When we (US and Canada) took the land from the natives, we did it mainly to settle it and develop it for the personal use of farming and ranching. Most of the settlers were family units at the outset or as soon as it was possible to bring the families.

MX along with Central and South America first experienced the Conquistadors who came without families and created a new class of people by taking native women. They (Mestizo) soon became the bulk of the labor class to serve the rich and royal families that came to the conquered land to dominate and exploit it. The contrast between the Protestant settlers and Catholic conquerors also created sharp differences.

Out of that came several revolutions that mainly had to do with land and resource ownership. Gringos, who love coming to MX have to tolerate the difference. It is better than it used to be and seems to be headed toward getting even better.
