Ron,
We drive down from about 100 miles north of the Oregon/ Calif. border in early January. Haven't ever had to deal with heavy weather going through the mountains, but if it was bad our back up would be going down the coast, on Hwy 101. Slower, but a fabulously beautiful drive. There are cut offs back over to I5 in northern Cal. The passes are seldom closed over the Sisks., the traffic volume is high and keeps the roads fairly clear, but it does happen on occaison. Light or moderate snow doesn't close them, but you might want to carry (and learn to put on) chains.
Good luck on your drive. It's long, and tedious at times, but worth it. Avoid driving through L.A.!
If we could be of any more help let us know.
