Here's the real deal. CFE has a special rate for coastal areas that have high heat during the summer, and reduce the rate for the first level of subsidized kwh's. This makes it easier for the poor to run a fan or two.

There are many rate levels on the CFE schedule, and newcomers best be advised to check them out. The biggest surprise seems to be when a newcomer is living fulltime here and is enjoying all the subsidies, then gets hit with a huge bill after about one year. CFE permits two levels of residential subsidies, and another higher rate for kwh used up to a point. If your rolling average for 12 months is over 400 kwh/month, you graduate to a rate category called the DAC. It's not pretty, as you loose the susidized levels, get charged an even higher rate /kwh, and they add a monthly fee for your princely consumption.
