There is no reason to guess or to look for what Becky was implying its
pretty straight up English. "There would be money to be made up here
by ticketing and fining the violators". Nothing said about credibility
and no questions as to the source of the money, it would be from the violators.

This is how it starts, then the income from violations becomes part of
the budget and depended on. Next quotas on the number of violations ticked
are established, red light cameras, parking meters, and finally property is
confiscated, all to meet the budget, not to enforce the intent of the law.
That is North of the border stuff, at least when compared to a small town
like La Manzanilla.
