We tried to drive into El Tucuan when we were there in early December, and could not talk our way past the guard after a several kilometer drive in and out.

We also drove to Careyitos and were able to talk with the guard, park the car, and walk in ~100 yards to the beach. There is a small palapa restaurant, the local fishermen, and only Tom, Bethany, Anne and I. Although steep, it was a great beach for swimming.

It would be truly sad if the bay would not be available to the local fishermen. I probably would not have gone there if the beach ownership has been compromised much like Tenacatita.
