We just got this info from TioCorp Insurance (their quote was about half of what the VIN site quoted us):
You can read the most up to date information about importing vehicles at http://www.tiocorpinsurance.com/

1. Comments

In view of the current Amparo, we urge owners of non-NAFTA vehicles to begin the importation process immediately while the Amparo remains in effect. If you do not have Residenté Permanenté status, you can still start the process so that everything is in place, including all your vehicle documentation. Then when your Residenté Permanenté card arrives, your file is already set to go.

2. Immigration Status Requirement

Only those with an FM2 or Residenté Permanenté status are eligible to import a vehicle. If you have started your application for Residenté Permanenté status, or will be applying soon, we will start your vehicle importation process by putting you on the import broker’s list and getting the quote.

3. If the broker confirms that your Vehicle is Eligible – The Process

If your VIN is validated as eligible to be imported, the process is as follows:

a) The broker will quote the cost to import your vehicle.
b) Your quotation form contains the importation Terms and Conditions which form part of the quotation.
c) A deposit of 50% is required to start the importation process. Funds can be wired.
d) To start the importation application, a number of documents will needed including
i. Copy of your current passport – the photo page
ii. Copy of your vehicle title (front and back)
iii. A photo of the VIN number through the windshield (must be legible)
iv. A photo of the ID plates that are on the door pillar
v. A photo of your FM2 or Residenté Permanenté card (both sides)
e) Once everything has been received in good order, the importation process normally is completed within 10-14 days.
f) The approved importation document is called a Pedimento. Once the Pedimento is acquired, we scan and email it to you with a request for the balance of the contract. Funds can be wired.
g) When payment has been received, your Pedimento is couriered to you.
h) If you elect to take your Mexico auto insurance with TioCorp as part of the package, we will provide your insurance policy as well.
i) You then take your vehicle to the nearest vehicle licensing/validation office and have the title registered and purchase your Mexico license plates! Congratulations!
