It is true they haven't put out new car rules for the new visas, however the Permanente corresponds to the old Immigrado which did not allow foreign plated cars. We have a very good Honda CRV with only 43K miles on it. It is much cheaper to import under the Tio corp Amparo program than to sell it, take a loss, and pay the inflated prices for a car here. Plus, I want to get rid of the Texas plates, they are a crooked cop magnet. Very clearly, though, the Tio Page says that if you have an FM2 you can take advantage of this. See item #8 under requirements: "Confirm that you are a Mexican Citizen, hold an FM2 or Residenté Permanenté... or that you are planning to convert to Residenté Permanenté and when you plan to do that."
