This is an interesting development. The concept, as sketchy as it is, seems to suggest that the ejido would remain intact (something no government has to courage to mess with), but that once the ejido allowed property to leave their jurasdiction, there could be an easier, more direct path to foreign ownership. Before we all run off to cancel our plans to move our property into bank trust, keep in mind that laws in Mexico change very slowly, and that constitutional ammendments, in any country, are extremely difficult. But at least the seed has been planted.
