What happened in Villa Obregon was the Ejido decided to make normalization available to anyone that would pay them to receive title. The closer to the beach the more it would cost. If you didn't want to or didn't have the money ... it remained Ejido.

The Ejido body has to agree to do it and foreigners have little say. Our Jaluco Ejido has promised normalization for 5 years.
