The first step in the normalization (also known as regularization) process
is the Ejido voting to allow the process to begin. In La Manzanilla that
happened in 2001. At that time there was a small fee paid per square meter
to be the signado (officially recognized owner) on the master list.
It cost more now to get the same thing but its not a budget breaker.
Title is available, if you really want it then hire someone to assist you.
