If no one has an answer here, the best way to get an answer to this question is to post on www.tomzap.com on each of the related Visitor Comment fora...Barra and Manzanillo. The aduena office used to be located off the main drag in Manzanillo, after you take the turn to Central. You used to take the port exit and the office was on the left of the security gates that allow for truck exits. The problem is that the whole area has been renovated and I am not sure it is still there. The whole issue of permanent residency/ cars has been getting heavy coverage on the tomzap site. Since this is a federal office, there could be another near PV, so you could post on their forum as well.
