There is a private non-profit agency in Santa Barbara, California whose main purpose is to provide medical supplies, pharmaceuticals, and equipment to non-governmental health facilities in the developing world. I think that supplying the ambulance would be right up their alley. The name of the non-profit is Direct Relief International. They have a pretty comprehensive website. Hope this helps. If you inquire and it looks like it is going to pan out, let me know if the project could use a liaison. I used to work for them and know the ropes.
