Firstly, there is no FM3 or FM2 anymore. There are "temporary" and "permanent" residency visas. First time applicants and those who have held a number of consecutive FM3's will be granted a "residente temporal". The term length of these temporary residency visas seems to vary. No renewals are required for the duration of this visa. After holding a specific number of years of temporary visas, you are required to take out a "residente permanante" visa. People who have had a certain number of FM3 visas will either be granted "residente temporal" for a specific term or a "residente permanante". There seems to be some inconsistency as to how the math is done on this. It seems safe to say that you won't get a "residents permanante" without more than 5 Yeats of consecutive FM3's. You will certainly not get an old FM3 through another IMNS office, although you might get a different interpretation on the math formula for conversion. It is highly unlikely you would be allowed to apply at anothe IMNS office. Hope this helps. |
