The flying lanterns are called "globos". I was on the beach at midnight on New Year's Eve 8 or 10 years ago and saw at least 20 of them launched simultaneously all up and down the coast--one of the most beautiful ways I've ever seen to welcome in the New Year. I'm not sure, but I've been told that the person sending them skyward writes his/her wishes for the new year on the globo and launches it for good luck.
