Replacement would work best and might end up costing the least. If it isn´t rusted through, you could dry it out and use a rust-remover, preferably Naval Jelly, but more likely WD40. Then refinish, either with a primer and paint or with a sealant, which would be my preference. You could even use an epoxy, like they use with fiberglass to make surfboards. That would last a long while. But price buying new before going through the reno route. You might be surprised. ĦBuena suerte!
