We visited the Monarch butterflies November 2014. Zitacuaro is a good central location to target. The two more visited sites are at Angangueo / El Campo are 30-40 minutes away. We went to ejido village of Macheros (Cerro Pelon) and stayed at a B and B. see attached link:

At any of the sites you are guided from the common access point (parking lot) to the butterflies. An off site "guided tour" gets you to the common access point (gate) from where the local guide takes over.
To get there we flew in/ out of Mexico City and took bus from / to Zitacuaro (200 pesos & 2 hours ride). Return, we flew via Interjet from Mexico City to Manzanillo (approx. $120 US).
The butterflies were at about 10,000 feet in altitude. We opted to have horses for the climb from Macheros (8,500 feet - just under 2 hour climb on horseback).
