Snorkeling at Tenacatita

Drove over to Tenacatita yesterday to go snorkeling. Only one languid guard left, much presence of state cops. The guard didn't seem to worried about our driving over the hill to the snorkeling lagoon. We tried to arrive a few hours before low tide. However, there was a lot more turbulence than expected, the water was murky and the snorkeling was pretty much a bust. This came as a complete surprise, having been there before at this time of year and finding very clear waters, lots of colorful fish and easy snorkeling around the reefs. Conditions overall seemed pretty calm but for some reason there was just too much wave action in the little lagoon. Did the storm change something? Did we go at the wrong time of day? This was my first time over there and it sure was sad to see the ruins of what used to be a vibrant, friendly and enjoyable community. Anyway, advice on when to find decent snorkeling conditions there are appreciated.

Well it is easy enough to drive over there but if he encounters the same conditions we did, he won't see much of anything. That's why I was hoping one of the snorkelers who also uses this board would give us some tips as to when to go for better conditions.
